Lavrov Says U.S.-Drafted Peace Plan Was Leaked on Purpose
Initial reports of a White House document outlining a potential roadmap for ending hostilities between Kyiv and Moscow were first circulated by U.S. media outlets. A Ukrainian lawmaker and Axios later published what they said were the document’s complete 28 points.
“It was leaked on purpose to fan the media hype,” Lavrov said. “Those who direct this hype certainly want to undermine Donald Trump’s efforts, to distort the plan according to their wishes.”
He accused European leaders supporting Kyiv—particularly French President Emmanuel Macron—of engaging in what he described as diplomatic sabotage, arguing they do not have “the best intentions.”
According to Lavrov, Moscow never received any official communication from Washington regarding the plan but obtained it through unofficial channels. He stressed, however, that Russia would only negotiate over whatever the U.S. formally submits and would conduct discussions confidentially, without resorting to “megaphone diplomacy.”
Macron and other Western officials have repeatedly dismissed proposals that would infringe on Kyiv’s self-declared red lines, including its NATO membership aspirations, the hosting of foreign troops, or territorial claims.
While Lavrov signaled Russia’s willingness to negotiate the “specific wording” of a potential peace agreement, he insisted Moscow would not compromise on the core objectives that President Vladimir Putin personally conveyed to Trump during their meeting in Alaska earlier this year. Should “the spirit of Anchorage be erased” from the U.S. proposal, he warned, “the situation would be radically different.”
